（中央社記者徐薇婷華盛頓21日專電）中國13屆全國人大第3次會議預計審議「港版國安法」，引發爭議。美國共和黨籍參議員霍利今天提出決議案，譴責中國違反協議承諾，企圖剝奪香港自由，多位議員也在推特上齊聲炮轟北京。
中國13屆全國人大3次會議將在22日至28日召開，預計將審議備受爭議的「香港版國安法」。外界擔心類似去年的香港「反送中」運動，恐怕因此再起。
華盛頓郵報（The Washington Post）指出，這是中國歷年來削弱香港自治及全面控制香港的「最大膽作為」，企圖改寫過去23年來讓香港享有自治的「一國兩制」制度。報導表示，這部法案最快下週就會通過，且會繞過香港正常立法程序。
對此，長期關注香港議題的共和黨籍參議員霍利（Josh Hawley）今天在參院提出決議案，譴責中國違反協議承諾，企圖剝奪香港自由權。霍利也透過推特（Twitter）呼籲：「所有自由國度與香港站在一起。」

今天稍早，共和黨籍參議員杜美（Pat Toomey）及民主黨籍參議員范霍倫（Chris Van Hollen）也聯合提出法案，要對違背中國在「中英聯合聲明」及「基本法」中對香港義務的實體，及與其有業務往來的銀行，實施制裁措施。
此外，眾議院議長裴洛西（Nancy Pelosi）推文表示，北京再次企圖終止香港「一國兩制」制度，令人深感不安。她強調：「試圖繞過香港立法會之舉完全不尊重法治。」

擔任美國國會及行政部門中國問題委員會（CECC）主席的民主黨籍眾議員麥高文（Jim McGovern）也推文指出，繞過香港立法會之舉嚴重打擊「一國兩制」核心，北京應重新考慮是否要造成不必要情勢升級，傷害香港及中國本身。
麥高文也對川普政府喊話，呼籲動用去年11月上路的「香港人權與民主法案」（Hong Kong Human Rights and Democracy Act），帶領國際一起支持香港人民。該法律授權美國總統點名並透過凍結資產、簽證限制等措施，制裁侵害香港人權及自由的人士。

眾議院外交委員會共和黨首席議員麥考爾（Michael McCaul）則強烈敦促北京當局，不要以「國安」名義作為包裝，對香港進一步實施壓制性法律。
麥考爾強調，任何會壓迫香港人民自由的法律，都可能進一步損害「一國兩制」基礎，美方不會容忍這件事發生。他說：「我們與為自由奮鬥、抵抗壓迫，及為民主奮鬥、抵抗中共暴政的香港人民站在一起。」（編輯：徐崇哲）1090522
